Patch for Updating of Belgian Dutch voice "Sofie"

When using the Spanish voice "Sofie" a number of problems 
were noticed:

- Some groups of words were mispronounced (as all words 
  ending by "tel").

- Problems when SAPI tags were inserted near tabulations 
  character. This might happen when using Screen Readers 
  program, or other SAPI based applications that uses TAGS
  quite extensively. 
  When using Infovox Desktop PRO with screenreaders, a Windows 
  error report message could sometimes be shown and then the 
  application would stop working.

- Problems processing text in some special formats (as some
  dates format) that resulted in no speech being producted.

This patch eliminates the problem by updating the "Sofie" voice definition.


Installation
------------

Downloaded and run the "DUB-040713.exe" file and follow the 
instructions on screen. After the installation you might be 
asked to restart the computer.

This patch applies only to customer using the Belgian Dutch
Voice "Sofie".
